Kitaka had also served as the acting KCCA Executive Director for almost two years before handing over to the current ED, Dorothy Kisaka.
Kitaka was appointed by President Yoweri Museveni as KCCA acting Executive Director in December 2018 taking over office from Jennifer Musisi.
He served in that capacity until June 2020 when Kisaka was appointed as the new city executive director.
He has been the Director of Engineering and Technical Services.
In a phone interview with New Vision, Kitaka said that his contract at City Hall has expired and he has no intentions of renewing it.
"I have not resigned. My contract came to an end. This is my 3rd contract making it nine years of service at KCCA," I am not seeking renewal of my contract," he said.
Kitaka joins a string of directors who have left KCCA. He is among the pioneer workers who joined KCCA after government transformed the institution.
Among those are the former executive director, Jennifer Musisi who resigned in 2018 and her deputy, Dr Judith Tukahirwa, Daniel Kyambadde (the director treasury services), Fred Andema (director revenue collection), Martin Kiiza (manager in charge of drainage), Dr David Sseruka (director public health), Jennifer Kaggwa (director human resource), and Dr Jeremy Ntambi (manager in the directorate of engineering and technical service).
And most recent to resign was the director of Public and Corporate Affairs, Peter Kaujju who joined Umeme Limited.
During the handover ceremony to Kisaka, Kitaka said over 40 per cent of KCCA staff were running on temporary contracts while at least three directorates were occupied by directors in an acting capacity.Kitaka noted that having a job without proper security is demotivating to employees at city hall.During his time at city hall, KCCA has accomplished the Non- Motorized Transport project. Several road works like the KIIDP I and II have seen the city road network improve during his time in office as a city engineer.
